the proper and appropriate mood within the fictional Galactic Empire.
We hope that this does not act as a deterrent for future members. We do
make allowances for special circumstances, but overall these guidelines
are easy to follow and serve only to contribute to the role-playing experience.

Responsibility for enforcing the protocol laid out in this document lies solely with the officers of the Imperial Security Bureau.
Chapter 1: Preamble
Section I - Preamble
This document deals with the standards of behaviour and conduct expected of any serving Imperial, irrespective of their rank or status. Any society or organisation sits on a bedrock of standards. These standards are collectively known as protocol.
By all adhering to the standards set out here, Imperials strengthen the foundations of the New Order and make it a better place.
Section II - Glossary
For the purpose of this document, the following are defined as thusly:
- Imperial High Command - Imperial High Command is a council of advisors and aides to the Emperor, with each member commonly charged with the administration of a specific division or branch within the Empire, or a sector or more of Imperial territory. This organization is composed of the Ministers, Branch Leaders (Army and Navy Chief of Staff), Sector Governors, Support Staff, and Inquisitors that comprise the upper levels of command in the Galactic Empire. It is in a large part due to the hard work and effort of these fine volunteer officers and civilians that the Empire is able to function as a cohesive government. Imperial High Command is exclusively made up of the Imperial Throne, the Grand Vizier of COMPNOR, the Chief of Military Operations, the Army and Navy Chiefs of Staff, the Director of the Imperial Security Bureau and the Director of Imperial Intelligence.
- Imperial Throne, the Throne - Composed of the Emperor and his direct agents, the Chief of Staff and the Executors, the Imperial Throne comprises the highest level of authority within the Empire, concerned with the administration and expansion of the Galactic Empire, territorially, idealistically, economically, and so on. The Throne dictates the manner and the constitution of the Empire, as well as the ultimate goals and management of the resources absorbed.
- Civilian Agencies - The Empire has a large number of agencies which fall outside of military command, and are not commissioned into military service. These agencies fulfil a vast array of functions, from intelligence-gathering to law enforcement, from running the Imperial Academy to running youth groups. These civilian agencies are COMPNOR (including RADE and Imperial Research & Design), Imperial Intelligence and the Imperial Security Bureau.
- Military Branches - The Imperial military is the fist with which the Empire strikes, and serves myriad of functions, from space patrol to expansion to the pacification of worlds. The Imperial military comprises the Imperial Navy and the Imperial Army.
Chapter 2: Behavioural and Personal Protocol
Section I - Duties
- With proper haste, report any discussion or activity which is hostile or damaging towards the Emperor, the Galactic Empire and the galaxy which it governs to the Imperial Security Bureau. Your duty ends here. Do not take internal security matters into your own hands.
- Report any improper request of information regarding your position, assignment, your unit's make-up or orders, or indeed any information that requires clearance with the questioner does not have, to the Imperial Security Bureau. Do not attempt to investigate such a request yourself.
- Respect the classification of information, and ensure that you are not responsible for classified information being leaked. Do not give away any information regarding your assignment, strength or orders.
- Be alert for any treasonous, disrespectful or threatening behaviour, activities or discussion. Report such activities to the Imperial Security Bureau.
- Maintain the dignity of the Emperor, the Galactic Empire and the galaxy which it governs by following protocol and the Imperial Legal Code; setting an example for your fellow Imperials.
- Pay due respect to superior military officers and junior military officers by saluting and acknowledging salutes, respectively. This need only be done if both you and the officer in question are in uniform.
- Behave respectfully and courteously towards superior civilian officers, and civilians at large.
- Always salute members of Imperial High Command. Always bow or kneel when in direct contact with a member of the Throne.
- Know your chain of command, including your commanding officers and any officers below you.
- Always seek to better the New Order and yourself, and never bring the New Order into disrepute.
Section II - Relative Authority
Civilian agencies, such as COMPNOR and Imperial Intelligence, do not have authority over military personnel, nor direct authority in military affairs. The only civilian agency which has authority over military personnel and in military affairs is the Imperial Security Bureau, which can direct military personnel in the course of its duties. Civilian personnel should respect military personnel of a higher paygrade, but are not required to salute them.
Military agencies, such as the Imperial Navy or Imperial Army, do not have authority over the personnel or affairs of civilian agencies. Military personnel should respect civilian personnel of a higher paygrade, but are not required to follow their orders, with the exception of Security Bureau officers in the course of their duties.
Chapter 3 - Communications Standards Protocol
Section I - Delayed-Transmission Protocol
Imperials are permitted to display their rank and branch in posts on ISB-certified message boards. In non-certified messageboards, no information other than name may be given out.
Sensitive information, such as assignment, location, names or types of vehicles, vessels or other assets should never be transmitted beyond your chain of command, and should therefore never be displayed on any message board.
Imperials should follow certain standards in their communications, to uphold order, enhance efficiency and ensure security.
Subsection 1 - Holonet Transmissions
Every email sent by a member of the Empire should follow a specific layout, in order to ensure easy and quick identification and to provide the maximum clarity possible.

- Rank images must be those listed at the Extended Rank Comparison.
- Sector/unit badges may not be used.
- Faults in your ICC signature will result in immediate warnings and/or demerits, as it is essentially your uniform.
- Personalised banners may not be used.
- Numbers will be spelled out (i.e., First Lieutenant not 1st Lieutenant.)
- The following are classed as public positions, and only these may be displayed: Director/Deputy Director of the Imperial Security Bureau, Director/Deputy Director of Imperial Intelligence, Fleet Commanding Officer, Corps Commanding Officer, Army Chief of Staff, Navy Chief of Staff, Imperial Army Executive Officer, Imperial Navy Executive Officer, Provost General, Prime Adjudicator, Director of RADE, Director of Imperial Research & Design, Surgeon General, Executor, Emperor, Advisor to the Throne, Chief of Staff, departmental commands. If you are unsure if your position can be displayed, please contact the Imperial Security Bureau.

An avatar functions as your "face" for other Imperials, and should follow this format:
- No larger than 60x60.
- Imperial, militaristic, branch-appropriate in nature.
- Appropriate for the Star Wars universe.
- Not likely to cause offence.
- Animated avatars should not be used.
- Hosting and resizing is available by contacting the ISB.
Section II - Real-time Protocol
Subsection 1 - ICQ, MSN, AIM, Y! and other IM clients
- In the interests of preserving the Empire's security, any Imperial must confirm the identity of the person to whom they are speaking.
- As a matter of politeness and respect, Imperials should endeavour to request the permission of others before adding them to their contact list, unless good reason exists to act otherwise.
- Imperials should treat all other Imperial citizens with the respect that you would demand in return.
- It is expected that Imperials show respect and use appropriate language during IC transactions on instant messaging clients. Those failing to do so should be reported to the Imperial Security Bureau.
Subsection 2 - Imperial Relay Chat
- The use of one's character's name as one's nickname is mandatory.
- When displaying rank, only the official abbreviations should be used.
- Imperial behaviour and composure is expected as follows:
- Saluting a superior military officer upon entering a room, or upon their entering a room, is mandatory if both you and they are in uniform.
- Saluting members of Imperial High Command is mandatory, regardless of uniform, for all members of the Imperial military except the Army and Navy Chiefs of Staff, who do not need to salute. Bowing or kneeling before the Throne is mandatory for all Imperials.
- In IC transactions, superior officers or officials should be referred to as sir or ma'am, unless waived by the Imperial in question. Subordinate officers or officials may be referred to by their rank. During OOC transactions, respect for other officers is encouraged, but the use of sir or ma'am is unnecessary.
- The IC name-calling or blatant disrespect of any citizen of the Empire, and especially those of higher rank of status, is prohibited. Such conduct would be unbecoming of an Imperial citizen, especially an officer of official of the Galactic Empire.
- Imperials are to recognise the difference between IC and OOC transactions, and are encouraged not to confuse the two.
- Converse in English, and use it in a respectful manner. The frequent use of mild profanities is discouraged. Offensive swearing, flooding and the use of vulgarities is prohibited.
- Request permission before private messaging an Imperial citizen of higher rank or status. This is considered polite for all Imperials.
- Whilst on IRC, Imperials are expected to obey the Behavioural and Personal Protocol, laid out above in Chapter 2. They should also obey the orders and requests of their superior officers, commanding officers, Security Bureau officials and most importantly members of Imperial High Command.
- Treat every new person entering an IC or mixed IC/OOC chatroom as though they are IC.
- Be respectful both IC and OOC, and remember where either form is acceptable. IC discussions in #Empire will be held to the standards laid out in this document.
- Regardless of which room you occupy on the IRC server, you must conduct yourself as an Imperial is expected to be. This is in no way to put a damper on your having fun, or enjoying a joke. But you are an Imperial, and no matter the situation, you should never conduct yourself as anything else. The #SWSimulation room is an OOC room, but it is still not an excuse for you to act as anything less than civil. The room may not be #Empire, but as an Imperial officer, you are in the presence of those who are not, and should still conduct yourself accordingly. Maintain the same level of behaviour and composure as you would in #Empire. The Galactic Empire expects order, discipline and loyalty to be ever present, and does not condone informalities.
- Obey and respect the requests of the channel operators.
Chapter 4 - Diplomatic Protocol
Imperials represent the Empire wherever they go. Therefore, they should conduct themselves professionally and in a manner befitting your station and responsibilities. The Empire does not abuse or manipulate the public; we are the bastion of order in the galaxy, and Imperials should reflect that in their conduct.
Imperials are not permitted to contact enemies of the Empire, unless explicitly authorised to do so by the Emperor.
Chapter 5: Violations
These are the basic prescribed proceedings for protocol violations. They are, however, secondary to any sentencing brought by the Imperial Security Bureau. Any protocol violation which includes a violation of the Imperial Legal Code may result in prosecution under the breach of the Legal Code, rather than the sentences laid out here. In some cases, such a violation will result in a sentence both for the protocol violation and the violation of the Legal Code, in which case both must be served.
Only the Imperial Security Bureau may issue a notice of violation and pass sentence. Imperial High Command may request detainment of anyone for breaching protocol for up to one week (detainments subject to review by the Imperial Security Bureau), but may only request arrest for protocol violation with the explicit permission of the Throne, Grand Vizier or ISB Director or Deputy Director.
Violation Procedures - Class 1 Violations: Minor Protocol Violations
Minor Protocol Violations are violations that have no lasting effect on the one being punished, but serve mainly as a reminder of their wrong doings. Such violations may include failure to report in on time, failure to use the correct e-mail correspondence form, failure to salute superior officers, and conduct unbecoming an Imperial officer. This includes any of the chat mediums used by the Empire. (ICQ, ICC, IRC, AIM, etc.) Though they are minor however, the offenses can build, thus tarnishing your record forever - 1st violation: 1 demerit issued, if on IRC, violator will be warned.
- 2nd violation: 3 demerits issued. If violator has committed offense on IRC, he/she will be kicked from the channel as a warning.
- 3rd violation: 5 demerits issued. Demotion recommended to Commanding Officer(s) of the violator. If on IRC, the violator will be banned from the channel until the issue involving rank has been settled. Further ban time is at the discretion of channel OPs.
- 4th violation: Demotion recommended to violators Commanding Officer(s). IC actions will include a minimal prison time in one of the Empire’s prison facilities closest to the offender’s sector, as well as a review of said offender’s Commanding Officer(s) as seen fit by ISB authorities.
- Class 2 Violations: Medium Protocol Violations
Medium Protocol Violations are violations that are a step above the Minor Violations, in that rather than mistakes being made, are actual violations against other Imperials. Not only in the physical sense, but verbally and mentally as well. This includes the chat mediums used by the Empire. (ICQ, ICC, IRC, AIM, etc.). Such offenses will be placed on your personal record maintained by ISB, and will be brought to the fore, should further offenses continue. - 1st violation: 3 demerits issued, if on IRC, violator will be kicked from the channel to serve as a warning.
- 2nd violation: 5 demerits issued. Demotion will be recommended to violators Commanding Officer(s). If on IRC, the violator will be banned from the channel until the issue involving rank has been settled. Further ban time is at the discretion of the channel Ops.
- 3rd violation: Demotion recommended to violators Commanding Officer(s). IC actions will include a minimal prison time in one of the Empire’s prison facilities closest to the offender’s sector, as well as a review of said offender’s Commanding Officer(s) as seen fit by ISB authorities.
- 4th violation: Offender will be treated as if committing a Class 3 Violation. Essentially, there is no 4th violation by this time.
- Class 3 Violations: Major Protocol Violations
Major Protocol Violations are the more heinous violations of protocol to be committed by any Imperial citizen or officer. This is blatant disrespect of fellow Imperial officers, and more importantly, superior officers. Disobeying direct orders, continuous breach of protocol, these are crimes that will be placed on your personal record maintained by the ISB. This includes the chat mediums used by the Empire. (ICQ, ICC, IRC, AIM, etc.). Committing Class 3 Violation will also place you under the supervision of the ISB for an indiscriminate amount of time at the discretion of the ISB. This will include you copying your weekly reports to the ISB officer in charge of overseeing your activities, as well as giving them other onformation they request of your activities. - 1st violation: 10 demerits issued. If on IRC, violator will be banned from the channel for two days.
- 2nd violation: Offending officer will be placed on a one week suspension of activities. Including everything from scenarios, to ICC discussions, to TEC and ILC participation. If on IRC, violator will be banned for the duration of this sentence.
- 3rd violation: Offending Officer will be re-submitted to the Imperial Academy, and re-assigned to the same branch. Whatever position they have attained, will be stripped from them, as well, a demotion will be recommended to their superior officers. They will be denied any promotions until the duration of their time under ISB supervision is completed, or the ISB-General or Emperor himself allows their probation to be canceled. A review will be made of their Commanding Officer(s) as seen fit by the ISB. If on IRC, the violator will be banned from the channel until their probation has run out, or unless permitted by the ISB-General or Emperor.
- 4th violation: If a officer under probation further violates any protocol and submits himself to any further disciplinary action it is a 4th class 3 violation and the officer's membership in the Empire shall be contested by a council made up of the ISB-General, the violators CO, and the Prime Adjudicator (Who shall serve as the interpreter of law). The offending officer will not be present at this, and will be banned from all activities until the matter is solved. The named council will determine the offender's fitness to remain in the Empire.
- Class 4 Special Violations:
Special Violations are those violations that are interpreted as threats to either the Emperor, or his Empire. These are acts of treason, and no warnings shall be given. The offender will be brought to bare with the fullest extent of the law, which punishments include life-time imprisonment, or execution..
- All prison time will restrict the offender from the ICC and IRC.
